Judith Starr is a mediator, arbitrator and ADR consultant, has co-chaired the ABA Dispute Resolution Section's Mediation Committee, and is a member of the Florida Mediator Qualifications and Disciplinary Review Board. A Harvard-educated lawyer, she served for 14 years as General Counsel of the federal Pension Benefit Guaranty Corporation, which insures defined benefit pensions. Working with the actuaries at PBGC to determine estimates for its future pension liabilities piqued her interest in understanding probability and she has been incorporating its concepts into her mediation practice. Prior to PBGC, Ms. Starr served in leadership roles across the Federal Government, including Chief Counsel of Treasury's Financial Crimes Enforcement Network and Assistant Chief Litigation Counsel of the Securities and Exchange Commission. Ms. Starr is a recipient of the Presidential Rank Award for Meritorious Executive, and the Stanley Sporkin Award for outstanding contributions to securities law enforcement. She has published and lectured on securities law, financial crimes, pension law, bankruptcy law and mediation.
